I have NO IDEA what it's there for.
As you can see, it's wall-to-wall bugger all out there.
It might be a high-tech bird perch, if the dropping's are anything to go by.
Knowing Mainz, it's probably a Roman relic.
(They did have plastic back in those days, right?)

Well I am drawn to the color. I did a post not long ago of a portion of a big yeller number on a train. I thought it quite artsy fartsy. No one else seemed to. La sigh.
